The Power of Words: Why SAFe Replaced “Program” with Value-Centric Language
Sep 10, 2025

Every word we use carries weight. In the world of SAFe, some words carry legacy baggage that can quietly derail transformation.
Few words illustrate this more than “Program.” Once a core SAFe term—used in constructs like “Program Increment” and “Program Board”—the word has been increasingly phased out. Why? Because words shape mindsets, and mindsets shape results. In a world striving for business agility, legacy terms from Waterfall-era structures can obstruct forward movement.
Why has SAFe said Goodbye to “Program”
The term “Program” evokes hierarchical, Waterfall-era management constructs. It suggests centralized control, gated delivery, and fixed scopes—all of which run counter to SAFe’s Lean-Agile principles.
As organizations scale Agile, retaining terms like “Program” can anchor people to the very constructs they’re trying to move away from. The Scaled Agile Framework now prefers terms like “Planning Interval (PI)” instead of “Program Increment,” and replaces the “Program Management Office (PMO)” with the “Value Management Office (VMO).”
This shift is more than semantics. It’s a deliberate move to put value over structure, flow over control, and outcomes over processes.
From Projects to Products to Value Streams
In SAFe 6.0, the focus is unmistakably clear: Organize around value.
Program constructs often reinforced traditional Waterfall project thinking: fixed timelines, pre-defined budgets, and outputs over outcomes. SAFe now aligns execution to Value Streams—seamless flows of work that deliver end-to-end value to the customer.
The Agile Release Train (ART) becomes the primary engine of value, not a “Program.” And instead of managing programs, leaders now facilitate flow, remove bottlenecks, and foster learning across the Value Stream.
Language Drives Behavior
When teams hear “Program,” they often assume project-like behaviors: status meetings, task management, and coordination over collaboration.
When they hear “Value,” the conversation shifts: Who is the customer? What problem are we solving? Are we delivering the outcome they need?
This is why language matters. SAFe understands that to change how people think, lead, and deliver, you must first change the vocabulary that guides them. The term “Program” is being retired because it’s no longer fit for a framework grounded in flow and agility.
Beyond Words: The Strategic Implication
The move away from “Program” is not cosmetic—it’s strategic. It signals a decoupling from the Waterfall mindset and a full embrace of Lean principles.
Organizations that continue using “Program” structures risk diluting Agile effectiveness by reinforcing outdated mental models. Conversely, those that adopt the language of value, outcomes, and flow are more likely to build cultures that sustain transformation.
In the SAFe lexicon, this means more than just swapping out terms—it’s about reshaping leadership behaviors, redefining success metrics, and enabling autonomous decision-making across Agile Release Trains.
